I have and use ALICE gear, and I love it. Yes, it is totally adjustable, they had skinny guys in N. Korea and Vietnam too.
I've also found that MOLLE gear can be attached to an ALICE rig, if you use ALICE clips through the webbing, or on better made pouches you can loop the straps over the belt, through the webbing and then snap it and it'll stay. I put a few MOLLE pouches on my belt from time to time, and I'm kind of thinking about a way to mount a hydration bladder pouch on the back of my Y-harness, but I haven't put any serious thought into it yet, I'm just kicking the idea around.
Some belt-mounted holsters will have trouble fitting an ALICE belt, because it's taller than a duty belt, but I've found ways to work around it, and have a safariland duty holster attached to my ALICE belt.
You can get a belt for <$10, the harness for <$10, 3x 30rnd M4 mag pouches for <$15, and 4x 20rnd mag pouches for <$15. I have 1 4x 20rd mag pouch for my DMR mags and 2 3x 30rnd pouches for my assault rifle mags. I put a MOLLE 2x pistol mag pouch on there, and figured out how to mount my holster to it, and that's pretty much all the gear I carry. I have a (MOLLE) ranger buttpack and a MOLLE 3x M4 mag pouch that I sometimes put on the very back of it when I need to carry extra stuff, and a couple velcro-on pistol mag pouches that I can put on the shoulder straps of the harness if I need to carry sniper rifle ammo.
Also, the 3x 30rnd magazine pouches are the perfect size for a bottle of water, so when I'm carrying my DMR, one usually has water and the other has 3 spare M4 mags for people who may need to borrow a mag.
